Annette Kyobe is the International Monetary Fund’s Resident Representative in Russia. A. Kyobe has previously served as an assistant to the Director of the European Department focusing on euro area issues.
Annette is a global economy researcher and has published papers on a wide range of topics, including gender, fiscal policy, financial development, structural reforms, macroeconomic stability and international finance.
Annette worked extensively on Emerging Markets in the Strategy and Policy Review Department and has undertaken numerous other assignments, including in the Fiscal Affairs Department and working on Djibouti, Lebanon, Jordan, Poland, and Russia.
Annette holds a PhD from George Washington University in the United States and McGill University in Canada and joined the Fund in 2009.

Graham Stuart MP

Graham Stuart was elected as the Member of Parliament for Beverley and Holderness in 2005. He joined the Department for International Trade in January 2018 as Minister for Investment. In February 2020 he was appointed Minister for Exports.
Graham was born in Carlisle. He attended school in Scotland before going to Selwyn College, Cambridge to read philosophy and law.
At Cambridge, he chaired the Cambridge University Conservative Association, and founded ‘What’s On in Cambridge’
After university Graham developed a successful career in publishing, and was a member of Cambridge City Council from 1998 to 2004.
In Parliament Graham:
chaired the Education Select Committee (2010 to 2015)
was Assistant Government Whip with responsibility for the Department of Health, and later for HM Treasury and the Ministry of Defence (2016 to 2018)

In 1979 graduated from Moscow State Institute of International Relations (MGIMO) and joined the Ministry of Foreign Affairs.
Held various positions within the Ministry and its foreign missions.

1983 – 1990: Department of Arms Control and Disarmament, Ministry of Foreign Affairs of the USSR; Expert, the Soviet Delegation at INF and START negotiations.
1990 – 1995: Counsellor, Embassy of the Russian Federation in Belgium;
1995 – 1998: Head of Division, Department for European Cooperation, Ministry of Foreign Affairs of the Russian Federation; Member of the Russian Delegation at the negotiations on the Russia-NATO Founding Act.
